President of El Salvador, Mauricio Funes, accuses Flores of bribery, illicit negotiations and arbitrary acts

The President of El Salvador Mauricio Funes said Thursday that former president Francisco Flores committed several crimes including bribery, illicit negotiations and arbitrary acts. Flores was called in on Tuesday January 7 by the National Assembly for questioning before members of the special commission investigating donation funds given to Flores by the government of Taiwan.During the Dialogue Interview with TV host Ernesto López , Funes said that Flores arrived before the special commission with "sarcasm, and laughing ,". Funes said the matter is serious and suggested that Flores committed a series of offenses under Salvadoran law.
Funes added that Flores "came to do a kind of extra-judicial confession of a series of crimes, which Flores does not consider crimes, but that the knowledged acts Flores accepts, under criminal law, are typified as offenses."
During questioning on Tuesday by the special commission of the National Assembly, Flores stressed that he accepted that he had "a special relationship" with Chen Shui- bian, former Taiwanese president who is now imprisoned under corruption charges.
Funes explained that the fact that the President of Taiwan would give money directly to Flores, as part of what became known as the "dollar diplomacy, the delivery of gifts”, in the Salvadoran Penal Code Article 331, is defined as improper bribe.
"The official who receives gifts or any other undue advantage to perform an act of his office or for an act already performed commits bribery" said Funes. That is the law, he insisted.
President Funes said that Flores becomes the first president who is under investigation in the country because it is also the first time a president makes a "public complaint" that has forced institutions such as the Legislature and the Attorney General to intervene.
